“Winner-take-all tends to depress voter turnout. It does so by creating the perception among many people that voting doesn’t matter when the outcome is all but predetermined. This is especially true in a state like Nebraska where registered republicans outnumber democrats by a large amount,” winner-take-all opponent Dr. Jim Martin said.

Nebraskans will have a chance this week to weigh in on two proposals that seek to change the state's presidential elections back to a winner-take-all system.
